Biography - Ronald Scott Mangum


Professor Ron Scott Mangum is a retired U.S. Army Brigadier General and current consultant on national security affairs. As a full time faculty member at  American Military University, he teaches several core national security  courses in the master's program, as well as several electives. He received a B.A. in History from Northwestern University, a J.D. in Law from  Northwestern University Law School and an M.A. in Diplomacy and Military Science from Norwich University.

General Mangumís military specialties include Infantry, Special Forces, Armor, Engineer, Military Intelligence and Civil Affairs; and military schooling includes Airborne (Master Parachutist), Ranger, Special Forces, SCUBA and Pathfinder. He is a graduate of the Army War College, General Officer Capstone Course and the General Officer/Flag Officer Joint War fighting Course. General Mangum has been an adjunct instructor at the US Army Command and General Staff College, a guest lecturer at West Point, and has published a number of articles on various military topics. His last assignment was Commanding General, Special Operations Command Korea and Commander, United Nations Special Operations Component.

He currently consults in the former Soviet Republic of Georgia as Senior Advisor to the Ministry of Defense, responsible for advising the Georgian government on the development of its National Security Strategy.

Law Practice 

Mangum, Smietanka & Johnson, L.L.C. is an Illinois based law firm that concentrates its legal practice in the representation of business clients worldwide. The firm is over 100 years old, and has been involved in corporate mergers and acquisitions, tax representations before all levels of state and federal agencies, contract negotiations, litigation in state and federal courts, public bond financings and other business matters. In the health care field, the firm has represented hospitals, nursing homes, home health agencies and other health care providers in all aspects of their business including Certificates of Need, licensure, federal reimbursement appeals, medical staff formation, employment matters and litigation before state and federal courts and agencies.

Ronald Scott Mangum, Esq. is the firmís managing partner. He is a graduate of Northwestern University School of Law and is admitted to practice in state courts, the U.S. Tax Court, several federal district and circuit courts of appeal and the U.S. Supreme Court, and a member of Federal Trial Bar, a limited society of experienced federal trial lawyers. He has authored books on legal topics, numerous book chapters and articles, delivered more than 100 lectures and seminars throughout the US and overseas to national and international associations and published The Health Care Observer, a national publication on health care legal issues.

He has held several leadership positions in national, state and local bar associations, including founder and former chairman of the Health Law Section of the Illinois State Bar Ass.   Ron has more than 30 years experience in successfully negotiating client-oriented results from governmental agencies, legislatures and courts, obtaining landmark changes to regulations on behalf of clients.

The law firm was founded in 1894 by Julius Smietanka, a prominent citizen in the civic life of Chicago. Julius was a founder of Catholic Charities and served as the first Collector of Internal Revenue in the U.S. Midwest. His law partner, George E.Q. Johnson, left the firm to become the U.S. prosecutor for the Chicago Region and was the head of the famous team of  ďUNTOUCHABLESĒ  who successfully prosecuted gangster Al Capone. Johnson later became a Federal District Court Judge.
